There are only 128 spots, those spots usually go to the most nominated people, correct me if I'm wrong. However if you nominate yourself there"s a decent chance you can capture one of the lower spots.

no, any one can nominate any member. any nominated member will go in the list.
if more than 128 people are nominated, I believe that Testy will replace the less relevant members with more current members.

For anyone that was still wondering, you can enter yourself and only 128 people can be entered. This means that if we get more than 128, I will take a look at the members involved and see which ones might be older members from the past, etc. and remove them to make way for members that still post today.
