Ok well I used a different Map but so far I only found one. Anyways It will spawn depending on your progress in Driving School so obviosuly if it's not there then you haven't got enough progress in dirving school to get it.

Try getting on a police bike and do the mission. You'll eventually get one. P.S do try it in the place that looks like vages Las something not Los santos

try the sports cars as regular cars cheat, they pop up everywhere along with bullets and turismos, thats how i got them.
