If you eant Eevee to Umbreon , then follow my instuctions. :
A= Need a Lunar Ribbon. Where to get? Wondermail or Northwind Fields 20th floor need a key.
B= Make surer your Eevee must have 4stars for your IQ if not you cannot evolve. 
c= Must defeat the main story. The one after the credits roll. D= Go alone in the hole and they say do you need an item to evolve press yes then highlight your lunar ribbon. then press no
E= Walah
You get your very own Umbreon qwertyuio
