I'm not an artist or anything, but I like it.
Not a fan of the text, though. Most of the big gfx people here will tell you to not add text to the sig until you're advanced, because bad text can ruin a sig.
That blue also seems odd against the colors on the render.

It's good, you have a few good effects and techniques going on, and I like the way that the render blends into the bg. Although, the colours don't really suit the render, even though it is a water type :P
And as steelers said, stay the heck away from text, until you get really good, not even I use text that often, and when I do, it fails epicly xD
You've got some depth, and overall, it isn't half bad (: definite improvement in my eyes.

hmm yes not bad not bad. as others said i would stay away from the text for now, ill teach yah a text effect i know that looks nice sometime. but overall not to bad. the render blends well with the background. the colors seem off cuz hes green but it also makes sense cause hes a water type. overall not bad
