You posted this two days ago, so perhaps you have already seen the quests to get the Thanksgiving balloons.
If those quests haven't shown up for you yet, try uninstalling the game and reinstalling it to see if you get an update.
Blinky, Scratchy, and Santa's Little Helper are quest items and you pay Springfield bucks to get them. Itchy and Snowball 2 are donut-purchases.
