Is there a way to make ash go around with no pokemon at all?

There is. Start the game, go outside of your home and use Secret Item Gary(or Gary's Secret Item) It is a Gameshark code.

Then, try to leave the town from around of grassy area. If you do is, Oak will come but after he speak, you will free to do whatever you want. Tehn go ahead to Viridian and you are free to explore Pokemon world~ No pokemon will pop out (at least they won't in grassy areas but still didn't try caves) and if you see a trainer, stay away from him/her. OR they will try to battle with you and your game will froze. Other than fighting and collecting pokemon, you are free. And oh, i didn't still try going to Cinnabar Island via sea. It won't freeze at little water patches. As a side note, when you left the Oak, try talk with somebody else. Sometimes game will think you are with Oak so won't let you talk. Then reset the game, use SIG again. Do it until it lets you speak/interact with people/objects. Hope this helped~!

EDIT: Just tried leaving town via sea and there weren't any problem at all. Just be careful with swimmers and trainers. You can "surf" to Cinnabar then from Cinnabar to Seafoam Islands and from Seafoam Islands to Fuchsia.

Without A GameShark code as well you can. If you deposit all your alive Pokemon and Have one fainted, you can walk 3 steps before blacking out. However, you can keep taking three steps by saving on your third step, and resetting. Then, take 3 more steps, save, reset, and you can get into wild Pokemon battles and battle Gary, but you black out after the first turn. Bye
