Alex Hirsh, known for Gravity Falls, said he would love to have a queer character in the show but can't do it for legal reasons. And those legal reasons dealing with China and such, because doing so could get the whole network banned there. So really for the most part executives don't have an issue with it, it's just backwash legislation in other countries.
In the episode The Love God he had Mabel wear a rainbow sweater for LGBT pride.
Also in the storyboards there's a few interesting notes.
I can't be bothered to post the rest of the storyboards leading up to it the end result was an elderly lesbian couple which was really sweet. However it had to be censored for the bullarky reasons stated above.
On an other note, the "love god" himself in storyboards was wearing a necklace with a symbol that is used within the trans community.
The symbol in the upper left is used to denote transgender/gender-variant people in case you were curious.
Anyways, it's usually not because of executive meddling we don't see more of this on television but sadly foreign policies.
