Yeah, I think the profiles could use a touch up of redesign of some kind. The pic would definitely make them look better.

In some form, yes. They were in the 2011 skin, though they were more click cards than anything. When you tapped someone's username, their avatar and points would come up.

Tagging people in posts is a real easy system to make. I programmed something like that a few years back. I was pretty simple with mine though. You have to surround someone's username in the @ symbols before the system can pick it up. Something like @testuser@
Then it would spit it out into someone's sidebar.
Translated to this site it would seem accurate to do what Flux said.

We have put a hover card system live in the forums. It will be updated in the future to give it more customisation options but for now I wanted to get the functionality working.

It's a good start. At the moment though, it somewhat misses the point of what a hovercard is supposed to be; an expression and summary of the user in one small box. Yes, it spits out a bunch of information on them, but at a glance you couldn't tell one hovercard from another.
