What's the best TV sci-fi series ever, there's quite a few to choose from. I listed some I can remember of the top of my head. Choose your best three, mine would be Buffy the Vampire Slayer, Six Million Dollar Man, and Thunderbirds. Yeah, I see what you mean, none of the TV series on the list relly fits that bill although Buffy the Vampire Slayer comes close, it had all of those elements you like.
I'm with you when you say 'excluding the last few seasons' of Dr Who. For me it's quite a bit longer, as far as I'm concerned there are only two Dr Whos, Jon Pertwee and Tom Baker. I think it's because they are the two I remember seeing when I was a kid growing up in the 70's.
I'd totally given up on Dr Who by then to be honest, the BBC had turned it into a joke, it lost it's prime time slot on Saturday afternoon because its ratings had got so bad and it started being put on at odd hours. I think around 2005 the BBC decided to do a reboot on the program but by that time I had lost interest completely in it and never watched it. Why, what did I miss between 2005-2010?
I miss the days of Davros and the Daleks, that villain was creepy.
In my opinion the rerun started brilliantly. The first probably 5 seasons (excluding one of them that was below par) were really good. Laid back enough to enjoy it but enough darkness and serious stuff to make it not all goofy and slapstick. The Doctors in those years were great (Christopher Echleston & David Tennant) (if that's how you spell them) and two of the three companions too (Billie Piper and Catherine Tate). There were some absolutely brilliant storylines that stayed in my head for days after watching them because they were so sad. Sadly though after David Tennant left the show and some new writers joined it started going downhill. The storylines lacked meaning often and it was often too slapstick (more humour than drama). There were some good ones though and Alex Kingston's character was great for the series then. Matt Smith as The Doctor was alright, but Peter Capaldi just capped it off that the brilliance of the series was gone. In terms of where the series is going there's a new one that will be shown fairly soon I think which is the final one until the writers and the current Doctor move on. Hopefully it can return to its former glory.
You should really give it a go sometime. Start from the start of the rerun and see whether you like it. It gets better as it goes on in that first season. But except the odd episode to be bad.

I remember seeing the photos of David Tennant and Billy Piper in the daily newspapers at the time so I knew the show was doing well. I think I may even have watched an episode, it was wierd, the villains were these statues of angels that moved. Do you think they will ever make a successful big budget Dr Who movie or do you think they missed their opportunity when David Tennant left?
Lol, I didn't stick around to see the end result, I just saw these statues of angels moving around after people. I just thought it was ridiculous and figured the BBC were trying save money on special effects.
