yes you have to wish for it first but then in dueling put the password in and you will see the cricket on king kai's planet that goku had to hit with the hammer and a lock next to him and the charater will show up i have trunks as my (unlocked character)and from there i dont know

The Password system does nothing special besides transfere over perimeter states based on your characters level in Budokai 3. It don't actually transfere over Budokai 3 characters. So getting a characters' stats maxed out is all it's good for. I find the password system a little useless, it don't do much, and nothing really changed at all with it; also not to mention the fact that it can only be used in one fighting mode.

I made a password character, but I don't use it. I use the regular custom characters I made, the only difference is that they don't have all their stats maxed out. They could have at least given P/W characters some new attacks :(

No - Password Characters that were in Budokai 3 such as Uub or Omega Shenron that are not playable in Tenkaichi cannot be used.
