Follow these silly steps to Victory.
#1: Go to the Goth house (or any other house with 8 tombstones).
#2: Do the MOVE_OBJECTS ON cheat.
#3: Put your sim in the graveyard (NOT URN BUILDING!).
#4: Make a fence around all the graves and your sim.
#5: Put a room for a toilet, fridge, and fun thing that is electronic.
#5 and a half: Paint the place a dark room color.
#6: Wait 'till night and ghosts will rise from the graves and scare your sim.
Happy scaring!

Oh! If you have HP, build a campfire and have 8 charisma and creativity and a Campfire Ghost will appear and you Sims will scream like babies!
