you will notice that the creators used the exact color on some of the houses and buldings in the city, town, or island

I guess since pallet town has two buildings of the same exact color
and I forgot about Indigo Plateau they messed up the whole chain it looks more like a building in Cinnabar

Yeah every town is a color. For pallet town think of a color "pallete".
In G/S/C they kind of did the color thing too.
