you have to have caught all three dogs then you go to the celadon pokemon center and talk to eusine then go to the tin tower and you get the rainbow wing and stairs appear i think ho-oh is level 70

that is correct but i do the cloning move and give a master balll to a pokemon and clone it and use the 2 on lugia and ho-oh
