Ok, first off, D B Z, do not type in all caps, and don't use all those exclamation points. It can be rather annoying, so don't do it.
Second off, that was off topic. Please stay on topic, which is now about the levels that give off the blue "electricity".
And third, don't double post.
Now, back on topic. The saiyans weren't the only ones to have the electricity. After coming back to life after blowing up, Cell had the "electricity".

1. The rules say that if you use quottes you may double post
2. That wasn't really that off topic .
3. Cell had sayin cells inside him witch is probably why he got the blue electriciy

Well , technecly ... anyone in DBZ can have the electricity if they reach the appropriet power level , but it's not a specific quality of a form .

Well ... there was that really cool yellow spirit bomb in movie # 7 Super Android 13 , when Goku turned super saiyin and absorbed it .
( or was it the other way around ? ) but ther's always the super spirit bomb and big-bang-kamehameha x 100 ... hmmm . Are we talking about our fave. attack or the most powerful one ?

Yes, it is, and if i could create a race, it would be called Blood Saiyans, my friend William thought of it, instead of the Golden hair, they would have Blood Red, and istead of a saiyan/monkey tail, they would have a red snake tail, and instead of a Oozaru/Big Monkey, it would be a Giant Snake, with arms and legs, he couldn't think of anything better, lol.

I believe Goku was already in SS form and he merely just absorbed the Spirit Bomb's power and punched Super Android 13 or did he just stand there. lol
