It's in your Pokegear, should be the second icon.

Well first you gotta talk to the guy in Cherrygrove City. He'll tell you want a PKMN Center is, what a Pokemart is, Yada Yada Yada.... at the end of the tour, you get a map card.
Edit: I forgot to mention that if you are in the Kanto region hit left on the D-pad to switch maps (if I'm not mistaken.
