Use it to go to Southern Island to get the Lati_s that you didn't pick. In Ruby, you find Latios in the wild somewhere, so Latias would be on Southern Island.

Take the Eon Ticket to Lilycove's harbor and the lady should go in the ship and a sailor will come out and take you to Southern Island. When you go in the heart of the woods, there will be a stone...egg...relic...thing... that when you examine it, Lati_s will appear and attack you.
