YES!!! you can BUT the only thing is that they are scrammbled up!
for example: the vice city armor cheat gives you money in san andreas AND a armor, bad as hell!!

Did You know you could shoot down a Maverick or a police one with one shot or you could do an instant kill.
One shot kill-shoot it with a sniper rifle around the white area in the front, "THE FOREHEAD".

You Can survive a killer fall by pressing start right before you hit the gound if you dont do it right then of course you will die. But try parachuting down from a height and when you are going slow press triangle and do the above.
