It depends on some boards. If a board has less than the maximum amount of Mods that can be there then a link should be there saying "Apply to be Moderator of this board".

when you apply, state whether do you have any moderating experience in the past or a valid applications.
should Rich thinks your application is good,he will appoint you as a moderator.
and also you are expected to uphold the forum rules as a moderator.
