rayquaza and latios dont exist in gold/silver, but ho-ohs the best...then mewtwo, lugia, mew, celebi, raikou, suicune, zapdos, articuno, moltres, and entei...

its weird, its actually kinda hard to tell whos the best because there are alto of circles, eg
zapdos would beat ho-oh with electric attacks
ho-oh would beat mewtwo because of high sp.df
but mewtwo would beat zapdos
so...its hard to tell, if the pokemon didnt have types, id still say ho-oh...

yeah, two strategys to overcome that though...
1. use max repels with a level 40 pokemon ontop, and you wont run into any pokemon but suicune, raikou, and entei (except at silver cave, but you dont find them there anyways)
2. use mystery gift with someone with suicune in their party, then go to the viridian battle tower, battle the person in there and suicune will be in the pokedex...

Tyranitar isn't legendary, but it is my favorite. It can beat all of the legendary birds (Articuno, Zapdos, Moltres, Lugia, Ho-oh), Entei, Raikou, Mew, and Mewtwo... all because of its Dark/Rock hybrid. However my favorite Legendary is Articuno.
