I have beaten the Elite 4 (let me rephrase that, the Idiot 4) and my starter was Squirtle, so Raikou is my dog. BUT, does he also roam around the islands too, or just Kanto?

Remember that it also goes to an area near it, not from faraway place to faraway place.
