How is the lighting wrong? It's where it was on the stock. Maybe it does need to be pushed up a little but it's better than most of the sigs you see.

It's alright on the stock, but where he cropped the stock to, the lighting doesn't go very well. It's make nicely, though.

They don't exist in CS and below.
Basically, make a new layer, fill it with a colour, and lower the opacity and you have a basic photo filter. Try fiddling with vector masks and the like to make it a little more advanced.
