Yeah, charmander or squirtle is good. Though I've heard good things about pikachu too. Make sure you get one that has a type advantage over legends. They can be pretty tough.

I'm also playing as Eevee, and I have Chikorita. She actually works very well for me since I'm very good with grass types. Now, I've yet to beat the game but I'm at the point where my base looks like me, so at least to that point she's a good starting partner.

Hi! I was playing as an Eevee and i had Picachu as partner and everything went well on most things! Though i haven't played the game on a long time.

Honestly I would choose whatever type matchup so:
Jolteon---water types or grass types (bulbasaur, chikorita, treeko, squirtle, totidle, mud kip) (it's weak to ground)
Flareon--- grass type or electric type (bulbasaur, chikorita, treeko, pikachu)
Vaporeon--- fire type (charmander, cyndaquil, torchic)
Then if your planning on evolving it into a umbreon or espeon, there is not really any type disadvantages... So go with a pokemon that has effective move types on legandaries
Examples:
Charmander--articuno, (mini boss sort of) skarmory (especially with eve because that is a steel type)
Pikachu-- articuno, moltres, raquza (however u spell it) and somewhat zapdos, skarmory
Squirtle- moltres
