I think you need to go to Agon Wastes to get to Sanctuary Fortress. I rely on my guide book for help... but it's outta reach right now.

Alrighty. Tell me, what is the most recent addition that has been introduced to your suit? Did you just get a new beam or suit? Are you able to read new holograms? This may simplify your hunt.
Wait! I just remembered, in that big tall place in Agon Wastes (I believe its called 'Hall of the Honored Dead') where there are three elevators leading up to the big platform with another elevator through a hatch that takes you to U-Mos... there is a hatch up in there that will lead you to an elevator that will take right around the entrance to the Sanctary Fortress.
