I found it on route 121 in between the safari zone and lilycove city but it was a one time thing for me I was trying to get one of those pokeballs and it just popped out at me and when I tried to find it again I did after 3 hours of searching.

no. bad luck man, pickachu can only be found in the safari zone, however you will have a higher likelyhood of finding one there if you have a pokemon with the static ability at the fronht of your'e party. Enjoy. -Hidden Destiny-
