Is it a hidden vehicle in one of the stages? or is it just sitting somewhere? or is not even in the game?

It's in the stage you go to if you complete Westopolis' hero mission... sorry, can't remember the stage's name. It's really hard to spot, but it's there sometime around the begginning of the level. I think it's near a curve.
