You can buy 30 Lockpicks from the Lion dude in the Dark Brotherhood...

theres kindof a cheat glitch ting i found by accident im not that far but when baurus broutght me to the sewer to get a book there was one place were u see a goblin up a stairs in an alcove with a fire or possibly something orange but anyway kill it take its lok piks go to baurus talk go back take the one in the barrel on the right and do the rest come back and i got 10 from both hope this helped it might have been my game glitching though

just go to nocturnals shrine and do her quest and she gives u the skeleton key which is a lockpick that never breaks and also fortifies security 40pts

yea but that only works if you are above level ten.
so if your not, go to the dark brotherhood and mr. lion dude will sell you 30 lockpicks
the theives guild fences will sell you about 100 lockpicks
