You mean Suicune Raikou or Entei? I'm gunna assume you're trying to spell "Raikou" and not "Riku" lol. Anyway to find Raikour defeat the Elite Four and get the National Pokedex (Catch 60 Pokemon). Now just run around Kanto until you find it, and chuck a Master ball at it. Make sure when you're looking for Raikou (and even if you're not) to save frequently (a lot) because Raikou and use Roar, and if it uses that you'll never find him again.
