when you get your hideout on the second island, go to the rooftop and you can buy a helicopter with machine guns for $5,000. press O to fire the guns.

At the Airpoart,there is an airplane and a helicopter
At the second Island at the third Safehouse,you can buy a little nellie,a one-seater helicopter w/ machine guns (Press O to fire!) ,When you beat the WHOLE game (got all balloons,beat all 15 levels of taxi,beat all 15 levels of each empire,etc) You'll be ble to buy a hunter either at Diezes mansion,or at the heliport at Lance's place
