It's not really accurate to say that Falco is a more aerial character than Fox. Both characters spend a crapload of time in the air, and neither one would amount to anything without their aerial attacks.
The notion that Fox is completely offensive is also mistaken, and it actually applies moreso to Falco. Falco is always approaching with lasers, or at least spamming them and spacing himself to do so. Fox, on the other hand, has to weave in and out of the opponent's attack range to bait an attack and punish. Oftentimes this involves forcing the opponent on the offensive. In some match-ups, playing a little defensively is one of the only ways to win, since many of Fox's offensive options can be outprioritized.
