In my experience over GTA series i have to say you can complete the game 100% with cheats, i finished Vice City, LC Stories and SA with cheats. So i dont think that they changed it now.

I usually have a save with cheats and one without just like with GTA4.

I think the game is easier without cheats, you dont need cheats for this one, I ghavnt used any yet

Completing SA with cheats isnt possible, since the final 0.1% is not using cheats.
You can beat GTA 4 100% with cheats, but some acheivements dont work if you use cheats.

Stunt jump number 40 is incorrect in the walkthrough.
It says toland in the water to finish the jump, however when you land in the water it says not good enough.
You have to land on the helepad.

Cheating makes the game last longer.
Its also pretty fun.
but atm, the cheats suck.
Mostly spawn cheats.
the jumphigh cheat would force sex on this game.
so would the jetpack. We needs good cheats
