You must be a member and you can kill almost any monster, depending on their level it will change the level of the clue. Depending on the level of the clue will determine your reward from the clue.

okay just a quick explanation.
three levels of clues
level 1:(1-16)
Best monster to get from: Rock Crabs, Goblins, Pickpocketing H.A.M. Members.
level 2:(21-74)
Best monsters to get from: Guards, Ice Warriors.
level 3:(76-276)
Best monsters to get from: Jellies, Hell Hounds. Just a note most dragons drop these, and so do greater demons.
Rewards
Level 1: Black Trimmed Armor, (t) & (g). Wizard Robes Trimmed (t) & (g) plus Elegant Clothing and Vestments Robes
Level 2: Adamant Trimmed Armor (t) & (g). boaters, and Black and White Elegant clothing. plus Cape and Hat of the Vestment Robes
Level 3: Rune trimmed armor, (t) & (g) Zamorak, Saradomin, Guthix and Gilded, Cavaliers and Robin Hood. Plus Crozier and Miter (Staff, Ammy) of Vestments
Here is a full list of rewards
Any more information u need on clues why not try using a Fan Site? like Tip.it, or runehq.com they have the answers to the clues making it go alot quicker.

I am sorry to hear that. I like to kill hellhounds to get them. Mainly because that and bones are the only thing they will drop. (of course they don't drop clues all the time but still)

yea thats it but the map is called a chart
after you do the observatory quest you will be able to ask the guy from the observatory (2nd floor) he tells you where to get a watch and a sextant then he will give you a chart and teaches you how to do the coordinate clues

for the scroll,i gotta go to the Gnome-ball course in the Tree Gnome Stronghold,but can i get in the city via walking or is it only possible by using the gliders?

You obtain them by killing random monsters. The higher the level of monster usally depends on what level clue scroll you'll get.
