its to prevent a Flood of Messages from being posted. so like if someone posted 50 times in one day, and thats the post quota, then they wont be allowed to post more until a day has passed. It prevents major spam on the site.

10 in forums, for sure... Not sure how many in teams, but it would seem around 5 or ten. It'll go away after a week.
