The exact order.

Beat the main storyline
Defeat Darkrai
Recruit Palkia and Dialga
Recruit Manaphy
Have Manaphy unlock Marine Resort (happens randomly after you recruit him)

THEN you can evolve.

um people pokemon evolve as soon as you discover luminous springs. except for you and your partner.
