I know, technically he was aweful but the fans overlooked his lack of ability and loved him because of his larger than life personality.

Because of his popularity with the fans Hulk Hogan was always going to get title shots, at the end of the day Wrestling is show business and it's all about making money.

Bret Hart had a limited moveset, but he was one of the best technical wrestlers of his time.

I would need at least two hands to count how many moves Bret used though...

...plus Hogan was good for his era, when most of the populace thought wrestling was "real", so having a patriotic American as champion for three years was a good move by WWF, even if he couldn't perform a dropkick...

I always thought Bret Hitman Heart was underated, he looked pretty good when I used to watch him wrestle.

I wouldn't say Bret Hart was underrated, the man won multiple titles in the WWF.

Pretty much everyone is outshone by Hulk Hogan when it comes to worldwide exposure...and the Hitman was no exception...

...John Cena is becoming the Hogan of his generation, even non-wrestling fans know who he is...

John Cena did the movies 'The Marine' and '12 Rounds' which gave him a lot of exposure outside of wrestling and he has been on Manhunt, Deal or No Deal, MADtv, and Punk'd.

And he made an album...

Anyways what about Flair? He he has to be one of the best charismatic wrestlers plus he is probably about the best person with a Mic.

Flair is/was great on the mic, but he DEFINITELY isn't the best...

...plus if you mention the name "Ric Flair" around non wrestling fans, you'll probably get an odd look, or the ol' "who?" response.

Entertainment Value: The Undertaker. I've not seen many wrestlers who can have so many fans and still be a "bad guy".

Ability: Kevin (not Kerry) von Erich. I have seen the WWE up close, and it is a spectacle, but for me at least, not much compares to seeing the von Erich family wrestle every weekend at the Dallas Sportatorium when I was a kid.
