Ive done meteor cave 3 times he never joined me..

Deoxys is one of those near impossible ones to recruit. Even though I recruited him on try two.. Other than being Lv 100 with Friend Bow, there is nothing else you can do to make it easier.

Icy Gamer try this way
put a freind bow on u'r pokemon and grab 3 items from storage (one of them being a revivor seed) when you get to the 20th floor drop the seed then go down and have deoxis pick it up kill him then kill him again (again once he gets revived) and he'll join you but here is an added bounis when u'r done leveling him (to 100) he'll have a walop of 999hp! I tryed this once and it worked! so try that

What toajaller99 said sounds about right. Your chance of recruiting goes up with you level, but the Friend Bow only adds a measly, I think it's 10? Anyways, it still helps, so equip it and good luck!
