I just got it. You have to of finished many other goals to get to this goal. My goal is gone now ( i finished it ) but by level 30 im guranteed you will unlock it. When you get it she will give you 2 gems too! I got this goal at level 22.

U have to do the French guy competition first
Then u get materials from Loretta
She will give u all the materials to make one and 2 gems
then once you got all of
