I've discussed this elsewhere. I have a crap ISP and the phonelines are utter rubbish. They're ADSL lines, whereas a lot of otherplaces around my town have the upgraded & faster ADSL2+ lines. So my connection is just slower.
thankfully they're getting upgraded this year ;_; A fibre optic network is being installed now, but I don't know whether it will be run to my suburb. If it is, I might look into changing my ISP/

Usually I get 4-5Mbps download speed on my PS3, but usually get between 2-400Kbps upload. Whenever it's 400+ I get great connections, even if my download is crap at 1MBps or lower...
