what do the teddy bears mean ive seen a few on the roof in highrise and there is one in afghanbut that is just by the red barrels where you can fall over the edge

Teddy Bears were originally placed in either Call of Duty 1 or 2 by a programmer, in memory of his Daughter who died of Cancer. The first teddy healed you and "made you feel warm".
Since then they have appeared in most CoD Games, and in MW2 they are used to mark good camper spots.
