More than likely. Although I've always wondered why the SCAR-L was never in MW2 along with the SCAR-H.
L = 5.56mm rounds - Submachine variant.

Eh my guess, that they opted out on that not to confuse players.
Kinda like in bfbc2 they have the scar-l but no scar-h.
