The easiest way to beat Garai is to use Red Elements on him......just keep repeating this...so its good to have a red element character with you....

to beat garai have your party be lynx radius and starky. equip a lot lores', hires', strengthens, weakness', imbeciles... elements of that sort. then give starky all of your revives.

Nah since he's white attribute I just bombard him with Black elements and Radius can do some good damage to him as well as Norris...I used the team of Lynx Radius and Norris and I beat garai fairly easily.
