63 percent? I know the game's really easy, but if you need any help I'll be glad to give you some tips.
(*Walks over to living room and turns on TV. The picture slowly forms from thousands of microscopic pixels.Cipher sits down on couch and retrieves Wireless controller. When he turns on the PS2, Cipher notices vile sitting on table, reading "Speed Serum-DO NOT TOUCH!" Ignores, and retrieves vile. Pulls off cork and guzzles down sour liquid. Coughs, and sits down to play CTR. Forgets to activate ARROW code because throat is getting sore. Headache ensues. Gets down on floor. Undergoes weird transformation. Upon opening eyes after a presumed 4 hours out cold, approaches computer, still on. Looks at bar. It reads "Logged in as: FireDragons". Screams, running towards door. Bumps into a person whom he does not recognise. Gets grounded. Rebels against parents, turns on PS1 (?) and inserts CTR disk. Notices 63% maximum in one file. Screams. Dies.*)

I have 93% but my memory card has just busted sas Cannot read memory card when I try to load

FireDragons: Try blowing into its bottom side. It worked for me a few times. Regardless of what you do, I hope it turns out well.

GameHazard: 104% can't be achieved. I've done all possible in the game and the max results in 101%. Maybe your game has a hazard, lol.

The problem was the file was corrupt so I deleted it then I started a new game
in 2 hours I got 100%

Talk about sheer determination. Shouldn't you be able to face Oxide again to complete the game now?

As mentioned earlier: "All you get after beating Oxide 100% is confetti at the end." Just a heads-up.

If memory serves correct you require to have 105% to have beaten the game completely. Good job though
