It has not been released yet. If you've enabled your push notifications in the app settings I am sure you'll get an alert when the Hills becomes available. In the meantime, I would just keep running missions in uptown to accumulate $. You know that when that level is released the cars are going to cost a ton. I am over $5 million and counting.
