The shop is the only way you can get him.
Black Membership Card:Get a character in Dragon Universe over 30,then search around the map until you get a capsule containing this.
Gotenks:After getting the black card,go to the shop.He pops up randomly,and costs 30,000.It is the ONLY way to get him.

To get Metal Cooler,before you fight him on Goku's Dragon Universe,fly north of his space-ship,and you should see a little sparkle on a cliff nearby.Go there,and you'll get the "Cooler's Spaceship" capsule.
