Uub is the other character you're missing. And you have to complete everyone's Dragon Universe EXCEPT Broly. And if you've already done his DU, you'll have to start again.

Hey ho want to get the dragon area : first finish the Du with all characters : if you didn't have UUB here is secret how to open; in goku's DU before you begin battle with kid bu go to your skill inventory and select super sayan super sayan 2 kamehameha and spirit bomb make the spirit bomb in normal mode :no super sayan : and beat the buu and go to world turnamument to unlock uub
