Well 'Fox mask' can be fused with 'Master Roshi's pupil' to make Grandpa Gohan.

First you have to have beaten gohan when you train with him in the buu saga, then you do the special saga you get and then go to every kamis lookout possible and one of them you fight grandpa gohan and you get master roshis pupil. oh and the characters on that line are master roshi, kid goku, and grandpa gohan

In order to get Fox mask you must play through the Majin Buu saga until you can control Buu, then fly to where the mountain road is on the map, there should be a dot that allows you to fight Yamcha for 1 million Zeni. Beat him and you will get fox mask.

it says i lack the item fusion numbers even though i have them and in some cases multiple. what does it mean by i lacke the item fusion numbers?

Fusion numbers are the amount of fusions you can do. It shows the amount of fusion numbers you have in the top right corner in the Item Fusion screen.
You can buy some from Baba's palace.
Oh, and the numbers you see beside the items you are about the fuse is the amount, not the fusion number.

And about the Miracle potara, I think it was meant to fuse with anything.
But it's my idea of how it may be used.
In other words, the potara, Miracle is what it says.
Resieden, General Tao is in the fusion recipes. You can get Power ball's in the Saiyan Saga, I guess.
