Just keep doing the kami's tower one over and over I forgot what saga its in but its in one of the first.

tien vs chiaotzu. Break Kami's building thingy in the middle to find a Dragon Ball. Then keep doing that level 7 times to get all the dragonballs. It's simple actually.
