the lagoon will appear on your map when you get the light blue chocobo, its at the southern part of the forgotten continent on one of the islands.
to find the air garden you need a gold chocobo, and you need to look for a shadow on the ground (which appears randomly around the world) and use a dead pepper when flying over it
