Xu is heart after you beat her talk to doctor Kadowaki and then go to the dormitory and tell the others the leave then Quistis the card king will challenge you.

Yeah, I talked to her. She passed the title about 4 years ago. I have already beaten everyone at Balamb garden like twice except quistis and Xu.

You can find him in the training center sometimes he has the Leviathan card and he also has a shop. He will be in the bridge area.

Yeah that's him it's not necessary to play him for the sidequest it's mainly to get the Leviathan GF card if you are a collector of the rare cards.

Biggs, Wedge, Fujin and Raijin are really just boss cards they're not rare or anything you can get them anywhere.
