I wanted to know where to get the following Blue Bullets:
Mighty Guard
White Wind
Supernova
Mortar
I suppose maybe the first two are when we fight Garik on top of the mountain, but also I don't know how to learn curing/supportive bullets since it never targets the girl I want to teach.

You get Mighty Guard from Haizhe at Macalania woods and Garik Ronso. Cast Confuse on them for them to cast it on you.
You get White Wind from Bully Cap at Mushroom Rock Road, Ms.Goon at Zanarkand Dome, Mycotoxin at the Mi'hen Highroad, Couerl and Queen Couerl both at Besaid Island.
You get Supernova from Ultima Weapon at the Calm Lands:Ruin Depths and Paragon in the Via Infinito.
And Mortar from Gippal in the Den Of Woe
You get White Wind from Bully Cap at Mushroom Rock Road, Ms.Goon at Zanarkand Dome, Mycotoxin at the Mi'hen Highroad, Couerl and Queen Couerl both at Besaid Island.
