I have 2 maps, each with 100 pigeons on(the two maps in the GTA guide).
I marked off every pigeon I killed on the map.
All pigeons are marked off.

You sure you killed every pigeon and check the statue of liberty area there are 5 pigeons there

this happend to me, only i was at one flying rat left, i went through them all again, and found it eventually, it was at the hospital at the north of the last island

I dont have to go through all of them, because I noticed I was a few short when I sarted map 2, but thought I might have miscalculated so I carried on.
